Arrest is only necessary to obtain details so a summons can be issued. They just don't seem to know the law and neither are they properly dressed. . The police officer was making threats about what he " Could and Would " arrest you for ... So in reality he was being a bully , Not doing his job properly , Or just not bothered .... Now here lays the problem a crime was committed and the 4 officers I see have done nothing , No arrest , No investigation and no duty of care ,,,, Where you offered medical assistance as you were injured ! This is failure and dereliction of duty in my opinion .
