Maybe shes Hecuba, the queen of time, or stories. Kinda like Loki is now. But she could also be Rubies grandmother, and Loiuse miller is an avatar who doesn't know what's happening, like Susan triad. Louise was actually pointing at the tardis because Mrs flood was warning him about Sutekh.

In re-watching The Church on Ruby Road, Mrs. Flood gave the appearance of being surprised at seeing a police box sitting on the footpath outside her home, and later, surprised again when the Tardis "took off", as she dropped her shopping when it disappeared. If Mrs. Flood knows who the doctor is and as she stated at the end, "haven't you seen a Tardis", all that seemed out of character.
I think the costuming all season has been a red herring. Yes, she wore a snowcape like Ramona's in the finale. But, she was also dressed like Clara in the previous episode. I still think she IS Susan, but she is also a New God. I think she can break the fourth wall, because she has become The God of Stories. Perhaps connected to Sutekh "spreading" a little piece of her across the fabric of the Universe every time the Tardis landed somewhere. That, and The Doctor "salting" the edge of the Universe triggered something.
But beyond Susan I have a suggestion... what if Mrs Flood is... RTD? She acts like she knows it's a TV show, she consistently talks about things as if she is telling a story... what if she represents our world entering the world of the TV show (Think Grant Morrisons run on Animal Man). Not sure how to work in the change in form because I know RTD is gay but not Trans so that is kinda weak, I admit, but that could be explained away by hand waving to the twists of entering new dimensions like that.
At the end of Giggle it showed a woman's hand with red nails pick up the gold tooth Ididnt the toymaker say it was something to do with the master what if it was Mrs flood who picked the tooth up and she's the master out of the theory's that's been mentioned no one has mentioned the master has anyone else thought of this
whatever mrs flood actually is ,maybe her plans are like the reverse flash in season 1 of the flash,an arrowverse show or maybe she is just watching like a watcher for the doctor and she is a Susan regenerated or bigenerated?
my bet is that she's the rani in a new incarnation and using a tweaked chameleon arch, allowing her to fool the doctor yet retaining her timelord memories, cause have this in mind... the doctor has not interacted with her, i dont remember if they talked in the christmas episode but the doctor has not directly talked to her, he has not even mentioned her... what if she's using some perception filter to fool just the doctor?
My money’s on the White Guardian because we know she’s gonna be in Series 15 and I think she’ll be a hinderence or antihero as opposed to a fully fledged villain. But now that the Gods are running rampant it makes sense they’d show up again.

Actually, she’s an amalgamation of the Fendahl and the Mandragora Helix. Both got stranded in the TARDIS’s secret hookah lounge during a VNA. They congealed into her homunculus form during the EDAs. Mrs. Flood recently escaped and fled to earth in a deleted scene from “The Battle of Ranskoor Av Kolos”. She was once friends with Tectuen on MySpace. And yes, Captain Jack has hit that. But more importantly, who is her husband, Mr. Flood?
She could be Romana. And that is only because the Coat she wears is similar to the coat that Romana wears in the season sixteen story The Ribos Operation; which not only introduced the Guardians but also sent the Doctor on a quest for the Key to Time.
The most obvious one to me would be the long awaited return of the rani. She could also be the one who picked up the masters gold tooth. She has teamed up with him before.
Whoever she is, she has to be someone who hasn't encountered the Doctor before, otherwise she would've recognised the TARDIS. So not Susan or Romana or Clara or any prior companion. Probably not another Time Lord or (again) she would've recognised what the police box actually was.

I'd guess either Reprobate, the God of Spite (because of her clear disdain talking to Cherry Sunday) or the threefold God of malice, mischief and misery, because she is emulating people the Doctor has loved and lost, like Clara's 'clever boy' line, dressed like Romana which would pain the Doctor because he lost her during the time war, and she addresses the camera just like Maestro etc.
Well, we have had Susan's name dropped three times, at last, in this season. Is Mrs Flood Susan? I don't know. But if I had to make a guess I'd say that Susan is gonna become a major part of the overarching story for Gatwa's time on the show.

Knowing now what Russell is doing, I think anything we might have noticed is probably another red herring, put there on purpose like all the Ruby Sunday stuff... I spent so long thinking about all the mysteries this season, and with one sentence he's made me feel like a fool. It's like when someone points behind you, then laughs at you when you look... I've really enjoyed the whole season, but after being encouraged the whole time to look for all the clues, only to be told it's our fault for putting importance on it, I feel kinda gaslit and it's tarnished things a bit😢
She must be a time lord - seems unlikely that a God would perish to sand... For the moment only Gods and the Doctor has broken the fourth wall. Harbingers so far not. With her being a Timelord she can already have seen this timestream and therefor seem clairevoyant. She gives me Evil Mary Poppins vibes for the moment : )
The Doctor saw her face though, and Timelords always recognise each other, and Flood knows who she is so she can't be using a chameleon arc, she cannot be a timeless and maintain the shows Canon rules for timelords.
