The WHOLE "Key To Time" series (season 16) features Romana I and both (?) guardians - The "White Guardian" shows up in the Tardis and gives the Doctor the quest for acquirering the 6 parts to the Key to Time, along with his new Time Lord companion Romanadvoradlundar, who herself thought that the council of Gallifrey had appointed her to this mission. Later the Doctor deducts that the "White Guardian" might be just the "Black Guardian" hiding his true colours - because the princess, that made one part of the key, should stay in her "key-state" instead of being reverted into her own self, after rightening the imbalance of the universe... The Doctor breaks up the key and scatteres its parts again, which makes the "Black Guardian" so angry, he wants to kill him (as 5th with the help of Turlough). The Doctor hits the randomizer, to hide his tracks from an evil higher being: So all the travels with the Tardis become quite "random" after that season... Romana I regenerated "out of fancy" into Romana II (Mary Tamm being fed up with her co-star) - very vague reasons, maybe the "Guardian" made her change her looks and triggered a unseen bi-generation, keeping Romana I for himself and letting Romana II travel with the Doctor?

The doctor mentioned how Ruby's Church Drop off was an important moment in history through this series, and event so strong that when Ruby thinks about the snow from that day manifests in the present. That moment is important because in the end a whole bunch of people including Ruby, the Dr. and Sutekh wanted to know the identity of Ruby's mother and there just wasn't enough information. It was the fact that everyone was making out this moment in history to be import that made that moment BECOME important, which is what the Dr. says in the final episode. It people's perceptions of what's important that makes them IMPORTANT.
My only caveat about that though, is I think its Snowing around Mrs. Flood at the end. I haven't watch the episode a 2nd time yet so I can't remember if it was. I also can't remember at what point in them that final scene is. If its Ruby's birthday/Christmas then the fact that its snowing is perfectly normal. But if its not a winter month, then that implies Mrs. Flood has/had a connection to the snow.
And yes, Sutekh was wrapped around the TARDIS the whole time. He went through it all, Time War, Satan Pit, Big Bang, Dr.'s Wife, Flux, all of it. But in all that time he was also mostly in the Time Vortex. So his super alien cells were naturally renewing and mutating in the Time Vortex which means he was become Time Lord like ( Melody Pond/River Song ). This evolution took him to God status, he probably even interacted with a few of the other Gods/Devils that the Dr. came across and stole ideas from them.
I don't know if Sutekh was "The One Who Waits" just "one who waited". It was his creations, the Susan Twists, and Harriet Arbinger, that said he was the God of All Gods, but of course Sutekh was controlling them. It wasn't any of the Gods we met who directly said Sutekh was that important. I think Sutekh was just talking him self up. I think Sutekh misinterpreted Ruby's Mother Pointing, she was pointing at her Daughter's name, but he thought she was pointing at him wrapped around the Dr.'s Tardis so he then thought that the time for waiting is up and turned on all this sleeper cells on at the same time.
I think the reason why Ruby's mother pointed is because when the Dr. went back into time to save Ruby from Goblins he changed time, Ruby's mother was now aware that someone saw her so she pointed to the sign to let them know she named her daughter. This made the Dr. and Sutekh think the moment was super important ( because they misinterpreted the actions ) and as result of their beliefs that moment really did become super important.

RTD is going with the long game. Just as Moffet did with the Silence and the town called Christmas. Everything that happened to 11's Doctor- from Amy to River Song was all down to a splinter group that went down his timeline in order to stop him reaching that point. Mrs Flood is doing something similar. She has orchestrated the mystery around Ruby, to entice the Doctor and Sutekh. As she knew only the Doctor could stop Sutekh. Everything supernatural about Ruby was coming from Mrs Flood....who has yet to show her true identity. As much as the finale was ABIT anti-climax...the end scene tells us Mrs Flood is the key to everything. The real mystery isn't Ruby- it's Mrs Flood. Ruby was just the diversion and trap for Sutekh.

Among all the Mrs. Flood theories, I haven't yet landed on a clear winner, but I DO think Ruby's ending is an in-universe fakeout engineered by the Doctor and/or UNIT to stop her from searching for the truth. She's SOMETHING other than an ordinary human, and her true form is scary and hidden by a perception filter. Think about it: In 73 Yards the spectre of her old self follows her at the exact limit of a perception filter. She directs certain people to LOOK at Ruby from just out of perception filter range, and they are IMMEDIATELY terrified of her.

I don't know who she is, but I have several things that rule out past beings. Her "you poor tiny woman" and comforting Cherry line rules out most of the villains Even Missy couldn't have reformed enough for that kindness, so I don't think we are dealing with The Master. Actually I think that takes out all of the Time Lords, because they thus far haven't shown the kind of superiority, mingled with kindness that the line implies. It also leaves out Clara, who related to people as individuals. Mrs Flood knows the Sunday family well enough to be called in to watch Cherry, Clara would see her as Cherry, not "tiny, little woman" and she would have told her she was getting tea, even if she knew the world would end before it boiled.
Romana is an interesting idea, especially since I liked the character, although all my previous arguments apply to her. None of the big villains from the series, even if they are wearing a perception filter, have the compassion to be Mrs. Flood. The White Guardian is quite intriguing. I'm going to have to go back and check him out because he is apart from some of this.
Then there is her making it quite clear she wants to throw down with God, or at least the version of God that Cherry believes in and the one that "made" us. This implies she's evil, but we spent seasons thinking the Time Lords were good guys, more or less, and then found out they were out and out baddies. So Mrs Flood may have a legitimate beef with whatever God is 'reigning" over earth. The tear down his gates of gold is reminiscent of throwing the moneylenders out of the Temple. It's also interesting she tells Cherry to give her message to "your maker" just as they are about to be destroyed. It sounds like she was pretty sure things would get sorted out by the Doctor in some way. My best guess Mrs. Flood is a godlike being of some sort, part of the pantheon, maybe evil, maybe good, maybe neutral.

I think the snow got answered- not well but answered in empire of death because of the fact that Ruby summons it when remembering the event, it’s so strong it generates both a more realistic image and the snow into reality, this as well as suetekh trying to find the woman i think explain it quite well for me. But also there is the time lock- from when she was born, the doctor being there from birth and her actually being around the doctor both as a child and now, maybe going back would actually affect the situations she’s in a lot more than we know- perhaps this is why the doctor is so adamant about not going back, he’s scared of a father’s day level paradox or worse, maybe a mind altering paradox that kills ruby- but in theory him being there since her conception would make the memory stronger just by his aura - along with the fact that this god was laying dormant for years and when he visits this mystery woman, he sees a hole to go through making her entire timeline tampered with by gods- i think this is actually explained really well by just piecing these bits of information together but you have to piece them together.

Possibly Mrs Flood is Asherah, Innana, Astarte, or Ishtar -The Queen of Heaven, from the epic of Gilgamesh which includes the flood myth. Theoretically, she could be Sophia from the Gnostic mythology but I think Innana is probably more likely. She would storm the maker's gates of gold and seize his kingdom in the power of her true name.

Take these two things into account about Mrs. Flood. 1) She ended the episode dressed in a white fur coat, very similar to one seen before by a Time Lady and temporary companion of the Doctor, specifically, Romana. 2) On her suitcase was a sticker for Penzance. Which immediately leads me to think of the Pirates of Penzance. Which may be alluding to The Pirate Planet, which was an episode which featured Romana.

An easy out with the continuity issues is that The Toymaker already said he made a jigsaw of The Doctor's backstory. That line was probably a way to make The Timeless Child optional canon for those who don't like the retcon, but it also leaves room for ANY retcon in the show's history to be his fault. Including this reveal about Sutekh.

Speaking into the void, I think the snow was implied to have been Sutekh all along once they started referring to him as the god of ice too. I'm guessing he was just really excited to find out who Ruby's mom was too and couldn't contain himself or his own theories. But it could still be a bigger mystery, I'm just not betting on it.
And I think it's safe to say like many other large IPs that it is in the best interests of the people who make money off of this show not to blatantly contradict, disqualify, or de-canonize other materials within the IP. Everything about the explanation behind Sutekh's return is just vague enough to provide people who only watch the show with a passing reason for his survival while also still allowing for the expanded materials in comics and audio dramas to be viably canon. It makes no sense for Sutekh to have been clinging to the TARDIS for all this time, even just watching the show, but it makes perfect sense for him to have jumped on in Wild Blue Yonder if you know the expanded canon. Unfortunately the average viewer wouldn't enjoy being expected to do all this research to jump onto a show that is supposed to be in its "first" season, and it would turn them and potential new viewers away.
As for Mrs. Flood, I was thinking she was Susan because she was always a bit on the creepy side, and there was a brief moment of Clara suspicion, but after the Romana outfit reference I am completely thrown. It isn't even safe to guess she's Romana because RTD is clearly messing with us.

    Celestial Storyteller.
We know Ruby's story is not done. Though I do think RTD dropped the ball in communicating that leaving people frustrated. MY takeaways...
Ruby herself has a perception filter as hinted in dialogue.
Why did the Doctor not want Ruby to talk to her mother (out of character).
Is she really Ruby's mother or is a plot a foot.
Is Ruby's father related ot Mad Jack (Ap Gwilliam (of William) Her father's name is William.
With the reveal that 73 yards is the range of a perception filter when it becomes more apparent that old Ruby (Jack's Herald) wasn't telling people terrible things, she was showing them terrible things, they all look directly at Ruby before they freak out. Does standing at the very edge of the perception filter cause it's effect to sort of glitch and you see what's really real?
Finding Ruby's mother was far too easy, and none of Maestro or Sutekh's dialogue work if she is just some random teen mom. For a few scenes I was almost convinced UNIT set up a fake mom just to make Ruby stop looking for now

There was a whole arc in the 4th Doctor period called Key to Time with the White and Black Guardians. Call me crazy but I actually enjoyed the finale! The way Ruby has been exploring her emotions when seeking her birth mother, having that desire for family found and family lost, really sets the Doctor up for finding his blood family and getting someone he can call home in the universe, especially after the Timeless Child reveal. It's cool to see Ruby going off to find her parents and likely going to see the Doctor finding his in S2.
The Sutekh story definitely isn't without some questionable plot devices but knowing RTD we'll probably get them answered in 15 years. But I have to say that I love that Ruby's mum was completely normal. Loads of people going crazy about how the most important woman in the universe was completely normal are forgetting that Donna was the most important woman in all of reality and was the most ordinary person ever. Sutekh, on his aim to evolve into true godhood (as he puts it) required him to collect knowledge and power from across the universe which the Doctor enabled. Except for who Ruby's mum was, it was like a final puzzle piece and made sense to me.
As for Mrs Flood. Who knows? I don't think she's Romana, Master, or Rani. I suspect she may be Iris, or more likely Hecuba (strange that this was the only Pantheon God who wasn't mentioned by Harbinger, maybe she had been kicked out of the Pantheon and was going rogue?). If anything, it feels like she's a brand new character who is the literal characterisation of fan service. Interested either way!

In the Doctors Wife when the Tardis is taken over by the planet sized entity with a voice remarkably like Suteks, did Sutek say to him “Hey, let me scoot over here, it’s getting crowded in and on this Tardis” so many questions.

My theory is that Sutekh was barely even corporeal for a very long time, and mostly just planting psychic seeds in multiple worlds. I think he didn’t get enough strength to act until after the Doctor messed around at the end of the Universe and broke barriers.

    1) Yes, Sutekh waited and waited until he had travelled to enough places and seeded enough Susan Triads to pull off his plan.
    2) RTD says the Doctor has no companion in the Christmas special, so what better time to visit Susan Foreman, with no companion getting in the way
    3) Mrs Flood could be River Song (River, Pond, Flood). Not only Gods can break the fourth wall this season - the Doctor has done it at least twice - so she could be anyone.

ill help RTD out here and say he was not physically on top of the tardis, but moreso metaphysically around the tardis in some kind of intangible stasis

RTD is such a lazy writer he just leaves his nerdy gay fans to fill in the blanks 🙄 I have never seen an episode and maybe an entire series so riddled with plot holes. Not even Chinballs was this incompetent.

So many theories on her. God of stories (which may be the most likely with the current trend with the Toy Maker, Maestro, and Sutekh as the villains and her constantly breaking the 4th wall like she is telling the story), the Rani (just a popular opinion), Susan (same reason as the Rani) Is she a new character or someone we've seen before? One thing she says in her first appearance in The Church On Ruby Road is that it's been 50 years since she's seen a police box which would bring that to 1973 which would be between the 3rd and the 4th Doctor's series. So is she someone who the Doctor met during either one of those the series?

As stupid and bullshit of an answer that is. Dr Who is with Disney now. And people have been theorizing Mary Poppins as a Timelord since the 80s.
IT WOULD BE HILARIOUS! And I hope they riff on that when they do the reveal!
