It's definitely not something to joke about. I think he is extremely dangerous and hope the claims that he's the subject of an active police investigation are correct. It's ikely he has what's referred to in the DSM as an other specified paraphilic disorder, involving recurrent and intense sexual interest in corpses. His mask and makeup plus the tongue bulging out is probably meant to simulate someone who isn't only deceased but was strangled. A 2009 article by A. Aggrawal titled "A new classification of necrophilia" published in the Journal of forensic and legal medicine, 16(6), 316-320 did a deep dive into necrophilia and proposed 10 classifications which seem to escalate, somewhat, from 1 through 10, in the direction of greater interaction with corpses, and in the direction of increasing sexual pleasure until the interaction with the body is the sole and only trigger for sexual excitement.
It's highly likely this man, who is apparently well into his thirties and receives welfare benefits due to alleged psychiatric disorders - it's been reported he claims he has social anxiety disorder hence not being employed - has a lengthy history of watching gore-related content involving violent deaths and he is aroused by it. That's disturbing enough yet he is targeting children and dressing as a schoolboy plus was arrested in the late 90s for stalking a schoolgirl.
These types of paraphilias are seen almost exclusively in men who score highly on narcissism and who are or feel socially isolated and have intense fears of rejection and desire to exercise power over others to counter both their feelings of isolation and to enhance their self-esteem. One thing with this paraphilia that's disturbing is that these men tend to gain access to corpses via morgues and funeral parlours and actual graves. Whether this individual has ever had such access isn't know but the fact he is both targeting children online and has stalled and harassed minors in public as well is really concerning.
His electronic devices likely would reveal a lengthy history of frequenting gore sites and forums as well as those for paraphilias like necrophilia and specifically those involving deceased children. CSEM/CSAM is likely to be found on his devices and he might also have made and/or distributed such material. Hopefully the claims online that he is the subject of a current police investigation are true because his behaviour is extremely disturbing.

This is actually so concerning though, especially since he is obviously trying to make contact with real kids now. I hope he gets soon and no one gets hurt.
