It seems to be possible to passthrough NVIDIA cards up to macOS 10.13 High Sierra, but I don't think it works on this setup (macOS on WSL on Windows) and I don't think RTX 4070 is supported on High Sierra (2017).

that’s because it’s running off vesa drivers (ur GPU in the CPU isn’t working). i recommend you just install open core on ur pc and do it that way

There is no GPU acceleration by looking st the dock look. There goes your resolution
Just add -device VGA,vgamem_mb=64 and you'll see beyond 1920x1080 in Display preferences.
