I purchased this pedal so that I could learn songs that are toned half and whole step down. What I am finding is that it’s playing into the different octaves like you had mentioned standard and then the loan on both at the same time but it does that on every number. Am I doing something wrong? I’m not a fan of the double octave when learning something a half or a whole step down.

Tune your guitar to E Standard, and don't use the Drop Pedal...
Tune your guitar to standard E or drop D , then use this to play tracks that are in lower tunings.
