Felix Richter's perks focus on knowing the locations of Generators, becoming efficient in desperate times, and getting the most value from the items he finds in the realm. Built to Last is an Item perk that allows you to recharge a fully depleted item by hiding in a Locker for a few seconds. Built to Last recharges a depleted item at 99% the first time, 66% the second time, and 33% for the third and final time you use the perk. Desperate Measures is a Healing/Unhooking perk that increases your healing and unhooking speeds for each injured, hooked, or dying Survivor. Lastly, Visionary is an Information perk that reveals the auras of all Generators within a certain radius of yourself, and is temporarily deactivated each time a Generator is completed.
