Changing the filter on that xs650 is cumbersome! My xs1100 had one bolt for the filter cover basket. I also had a center stand which made working under it easy.
Yamaha changed the amount of oil that the xs650 uses from 2500CC TO 2000CC due to blowback etc, they also changed the dip sticks to reflect the change, if your oil level is just above the minimum mark on the glass, that's now sitting at the correct amount.
Actually what I always heard was if a vehicle was produced in the last half of the year it was considered the next year, like in your case since it was August that would make it an '83.

Alittle something I do is put a piece of cardboard underneath the bike to catch any accidental spills… 😊
