My guess is he is smaller because he is a wild dragon after all, he has to hunt for his own food, vhagar on the other hand gets those tons of sheep delivered right into her mouth which probably helped her to grow more than a dragon naturally would

After watching GOT Book of Ice and Fire and now HOTD. I am a nonbook reader. I could only imagine how scary Ballerion was during his time. Drogon dominated the first series given that they were the only dragons at that time and the only thing that opposed them was the humans that had that dragon-piercing artillery. Vhagar is a force to reckon with in the current HOTD series but the show has more in store, with other dragons having promising combat experience and strategy. Given Ballerion's size, I think there wasn't even a war, there was probably only submission. I can't imagine anyone opposing him. Not to mention the great man who rides him too.

Vhagar was born on Dragonstone during the Century of Blood. Before the conquest, but after the Targs choose exile on Dragonstone.
