Even though Ryan is a kid I believe he's raw power is more than homelander my proof is his laser vision is already stronger than homelanders cuz of the way he obliterated stormfront
Stormfront was weakened enough that Becca got her with a knife.
Also Homelander can control his laser strength. On the plane in s1e4 and on Madelyn in s1e8 his laser didn't go right through like with Anika for example but instead just fried the target's surface.
