No, he wasn't. Superman did a lot of crazy and disturbing things in the comics. Some of the things are more disturbing than what Homelander has ever done in the show.
They are extremely different. INJ superman still wants to protect people, his methods are just extremely hardline, he doesn’t care about his image, just getting results, what truly drives him crazy is his inability to stop all conflicts entirely. Homelander in the show is pretty damn crazy due to his upbringing and only pretends to care about people to sell his image, he doesn’t care about stopping conflicts, in fact he seems to enjoy them for the most part. They’re polar opposites, so I don’t think you can say either is better written given they both at their core represent 2 very different mentalities, personal preference is one thing but they’re both cool concepts.
I like how homelander lasered the thief's gun at the beginning and nothing happened but when he lasered the other thief's gun from diabolical it exploded
I was about to comment the same, maybe the reason is that the gun the robber had wasn’t loaded (maybe not fully) so the gunpowder didn’t explode, or like the reply above said, he could control the power output of his heat vision, while in Diabolical he went full force on the magazine

(This is based off my experience with machine guns, which are designed to resist overheating better than a closed bolt sub machine gun, the barrel will only have a very faint red glow at the temperature you have to start worrying about having a runaway gun)

After Season 4, it is interesting to note that those robbers were actors by Vought and Homelander was probably supposed to just arrest them, that's why they are so confused and terrified when he goes for the kill.
