It's not quite accurate to consider yiqtol and vayyiqtol as "tenses." Vayyiqtol does almost always refer to past action, but yiqtol is quite varied. Yiqtol can refer to future or present action, and also habitual past action. The Hebrew verb system is quite complex and different than tense-based systems like English, so if you want the details, it would be worth reading some scholarly grammars.
