The writers should have tried harder to make really spooky episodes in the CGI series just like the classic series. At least there is fan content that would make really spooky stories in CGI style.
In my opinion, that the Phantom Express should have been a real ghost like Rusty's Ghost (Duncan get's spooken). Which could be way better than teaching kids ghost's don't exist.
I Really Like The Spooky T&F Episodes. I Usually Watch Them Around October. In My Opinion, Percy Should’ve Had Henry’s Role In The Flatbeds Of Fear. But The Phantom Express Is One Of My Favourite Episodes Despite The Flaws In It. I Also Thought Of A Backstory For The Phantom Express, The Phantom Express Used To Be A Late Night Passenger Train Pulled By A Female GNR Class C1 Atlantic Locomotive Named Amelia. But One Night, When Amelia Was Taking The Late Night Express, She Along With The Entire Passenger Train Vanished Without A Trace. Some People Reported Seeing A GNR Atlantic Locomotive With A Passenger Train Which Would Turn Out To Be Amelia. Some Say She’s Still Wandering The Rails, Trying To Reach Her Destination.
Yeah, this is why the Brenner-Era is my 3rd era of Thomas. As much as it has some good episodes, awesome movies (Not counting BWBA) and interesting characters, the problem it (Along with the whole CGI Series) has is that it doesn't do well when it comes to it's spooky episodes. This is why the Model Series (S1-8 and TATMR) triumphs over it. They do so much better.
The answer to the thumbnail is simple really. I don’t think there is a single CGI spooky episode that leaves the audience hanging. All the CG Spooky episodes explain everything
Three Steam Engines Gruff in my opinion is basically the worst CGI “spooky” episode because mostly everyone feels out of character. Percy’s back being a scared wimpy child again, Toby is a coward as always, and Thomas is somewhat the straight man and Henry is of course his typical scaredy-cat persona
CGI has all the tools needed to make a spooky episode, you don't need models for that, but never had the proper direction for them. Shame really, I would have liked to see what a modern spooky Thomas episode would look like.
Maybe the people who wrote the scary episodes from the CGI Era didnt want to frighten the younger audience. The Model Era seasons do have episodes that involve ghosts and eerie settings, but some that are just innocent fun can somehow manage to strike fear into our souls from such a young age.
Henry in the Dark is the only good-spooky episode of CGI Thomas in my opinion. It may not be the most scariest, but it's great in its own way and seeing an engine with luminous paint and Henry scaring the other engines is funny to watch. Phantom Express, 3 Steam Engines Gruff, Flatbeds of Fear and Diesel Glows Away just don't work with either execution-wise, or being toned down from studio mandates since Mattel is an executive meddling company.
I'd watch a model series episode that's spooky-themed over a cgi one without evening have to think as I do agree the writers just didn't know how to handle it. Yet another thing from the Brenner Era that should've been done better. Oh well, at least the classic series has a lot of good ones, Haunted Henry happens to be one of them as I once watched the episode in a forest when I was little and it truly gave me goosebumps with the atmosphere I was in.

Flatbeds Of Fear might be the only one that ends open ended because we see a flatbed pulled away by an engine offscreen
I feel like they went too far into explaining everything for cgi so any elements of spookiness are gone before they can even happen
