Well just like in everything else, "if you do not have a plan, then you plan to fail"... It is essential to plan ahead of time since it is good to be prepared regardless of the situation (for emergencies) and to better allocate local government funds, planning is a very important step.

hello gud morning, I wanted to know , regarding to the rumors out there some LGU's wanted some shares from the budget released of the NGO's is it Right? I thought they were the one who are responsible in giving counterparts
NGO po? Like, Non-governmental organization? Hindi po pwede na makakuha sila ng budget from NGOs. Pero, kung ang meaning nyo po ang pagtaas ng budget ng LGUs from 40% to 50% coming from DBM, then that is ok po. Meron naman po talagang allocated budget and national government sa ating mga LGUs, aside from the profit the LGU is getting from their own municipal/city taxes and other income generating projects.
The local legislative body is the legislative body of a local government unit. A LGU has both executive and legislative bodies. But the judiciary part is still directly under the judiciary branch of the Philippines. In this sense, LGUs has been given the power to make laws and implement them within their jurisdictions. That is why we have city ordinances or municipality ordinances. These are specific rules within cities or municipalities.
@@realmikemainar4789 it is the power of certain agencies to make and implement their own policies. For example, DepEd can issue different policies for teachers and personnel under DepEd. They can even draft sanctions or punishments and the central government will not interfere on these things only if there is a breach in due process. Another example is the different policies within government task force such as IATF, MMDA, etc. They also have their own memoranda and policies that are made by the agency, and not the central legislative body of the government. But, remember, all of these policies should be aligned and not in contradiction with our constitution.
