It is not because hindi kayang hawakan ng central government ang power kaya may decentralization. Decentralization is a way to strengthen the Local Government Units so that people may have direct participation in bureaucracy through policy-making (NGO, PO, Local Special Bodies) aside from voting as a reflection of a strengthened democracy.
