The terrorists from 2008 were not pirates. They came to Mumbai disguised as Fisherman as they also took Fisherman as hostages and killed them later on. Pirates normally have big ships due to that it's possible for Navy to identify and stop them. But spotting terrorists from Fisherman boats is different because multiple times they change their boats.

My father is a Security Officer who is deployed in ships passing near Somalia to protect from pirates. His ship was also attacked by the missile last month near Yemen, Indian Navy also helped during that time to help stop the fire. This region is very problematic and unsafe right now.
