To those citing international waters, you are required to notify and get permission from the country in close proximity when you are NOT a civilian vessel/aircraft. Miss Dumy Pakli obviously left out details that if any military aircraft comes close to another country without said notification and permission, it will be perceived as provocation under international law. International waters only applies to non-militatry aircraft/vessels, so citing it justification is legally incorrect

When someone flies a military chopper in your ADIZ, it is considered an act of provocation. Both Japan and Taiwan scrambled military jets when China flew in their ADIZ.
