When you use the tApe measure how much play am I suppose to have before you tighten up the 4 Allen bolt an before you sit on it 1 3/8 an that’s from chain to the top of the swing arm?

I wish you had a closeup of the tool used for flaring. That’s the point where I am yet in regards to finishing up the chain installation. I have all these parts that came with my chain breaker/installation kit, but the flaring part is throwing me.
It is just a pin with a bowl on the end, you tighten it down, release and retighten multiple times to flare out the rivet. Don't force it or you'll break something.

Typically, it boils down to the regulator or stator. Test them and see where the issue is.

Y does my chain on 2008 honda trx 400ex get losse. i tighten it chain and i tighten bolts but i use i for a while a it will lossen

You will have to check the manufacturer specs to see what size chain is recommended. It will vary by brand.
