What if wow created a npc sitting on an awesome mount with no mount like it, and flying around all of azaroth and is realy har to find it, and it drops the mount.

I just finished the main Dragonblight story yesterday and I did wonder why that guy was standing on those creates, instead of actually making stuff by the other blacksmiths.
The gates area was created for AV 8 years ago, meaning the guards have existed there for 8 years. Have the npc's changed in any way at all during that time? If not, then they have been standing there for 8 years...
