Some people has claimed to have made the image, but its show to be older than the people have been making it claming it to be. The closest clue we have is that some japanese websites had it way way back in the day, before it was close to being famous around rest of the world.

The website (aka 2chan) that made that face used to do more stuff like that as a challange to make the face pretty. You can search for it on youtube of its origins and you will find people talking about the original picture of the doll. And yeah, the picture used to freak out alot of people back in the day.
I promise you Jeff came from the Japanese "Make me pretty" trend of the early 2000s, where 2channel would take a random image and make it "prettier" by photoshopping it to extreme levels.

I started watching you when I was only 13, due to the creepy pasta readings. A whole decade ago, crazy to think about how much this channel has grown. It’s been pretty cool seeing how popular have become. I remember showing my brother and some friends you and my friend covering his face in a blanket out of fear, then a few months later him and I would lay down with headphones in and listen, and also to the mr creepy pasta guy. Very nostalgic
What's interesting is that this image became popular around the early 2000s soon after a popular culinary researcher in Japan, Sonoko Suzuki, passed away in December 2000. She was famous at the time for her super white face and bright red lips. I'm not saying that she's the source of the image, but I wouldn't be surprised if she had some influence in the way the image was edited. I found a random Japanese reddit comment that stated that they remember seeing a 2ch thread long time ago that apparently was all about editing random images to resemble Sonoko Suzuki.
I feel like I'm the only person in existence who can't even look at Jeff's face without immediately panicking and looking away, I can tolerate the Smile Dog image more than Jeff I'll never forget the first time I saw this image while doing a bogus "Spot the mistake in the image!" test... Apparently it was some kind of Online Forum in Japan or korea, where someone took a picture of their friend pulling a stupid face, someone else said they looked weird and edited it to make it look more disturbing, it then became a kind of meme here users of the forum would one up eachother to make the face look as terrifying as possible until the final result we have here.

Man this image used to scare the shit out of me back in 2012. I always wondered the origins of this photo just like everyone else. I have hope that the original photo will be found, despite many dead ends it has brought. If people were that dedicated to unearthing something like the Game Over screen origins from Hong Kong 97, even after the creator himself said he had no idea where it came from originally and he wanted people to let it go, then I have full confidence something like the Jeff the Killer origin picture can get the same treatment with enough investigation and research from the community. It’s going to be interesting to see a follow up video if the day ever comes!

As a kid, I was always scared by that face. Even now, as a grown up I am still scared of it. Well not as much but it creeps me out and could barely stare at it for a few seconds without freaking out. However, I do find the whole investigation for the photo's origins very interesting.
I totally remember having a copy of old school Photoshop Elements burned onto a CD from my grandma who had it. We got to use it for free cuz there were less securities on the disc so you could make copies. Pity you can't anymore but it was possible in the late 90s, early 00s.

The original post was by a girl on 4chan, who was asking for tips on her makeup, and said make me pretty or something I can’t remember, as well as telling the thread how she felt like she needed something else to look good, the entire thread clowned on her by editing her pics to these images, such as jeff the killer this is the story i seemed to have figured out by my research and from the unedited image ive seen personally, although it was years ago and while the details were the same, i couldnt say for sure. she appeared to just be a classic asian woman smiling, and sorry to say but I don’t have the image anymore as I scrolled past it not thinking too much of it

Based on the possible origins of the 4chan profile image, why not try to recreate the image of the Japanese woman they refer to and try an image search? The original might have been someone's profile page bio pic, or in their personal gallery. Those were becoming ubiquitous around the 2000s I think.
There aren't and have never been profile pictures or profiles/accounts in general on 4chan if that's what you mean. You can't track people's posts since it's all anonymous.

Galleries of personal photos in personal profile sites like that might be the key, but an as close to unadulterated image similar to the one described as the progenitor image used in a google search might hit something. The problem is recreating a verisimilitude of the woman described and lightening the background to a closer probable representation of the image as taken by that woman.

I was such a JTK anime boy fangirl and spent hundreds of hours downloading drawings from deviant art to clog my dumb little blackberry phone. If you had a Jeff the Killer drawing on Deviant with lots of faves between 2011 to 2015, I probably had it saved on my phone and I stared at it daily. Smooch from me to you.

Jeff the Killer used to keep me up at night when I was a young kid. The story itself was meh but the pictures of him still kind of haunt me to this day. Even though I know it's fake, there's still something eerie about it.
If I remember correctly, it was a girl who was at a party (could be wrong there), and someone was filming. The girl got close and someone took an image of her. I believe they made the image brighter in a photoshop or something, and the saturation was changed a bit, and maybe some other things. It was a video taken in Asia.
I can vivid remember this going around on facebook back in 2009. I got jumped scared many times mainly on FPSRussia copy. 25 now seeing how the orignal creepypasta's is very understood.

I started watching you when I was only 13, due to the creepy pasta readings. A whole decade ago, crazy to think about how much this channel has grown. It’s been pretty cool seeing how popular have become. I remember showing my brother and some friends you and my friend covering his face in a blanket out of fear, then a few months later him and I would lay down with headphones in and listen, and also to the mr creepy pasta guy. What's interesting is that this image became popular around the early 2000s soon after a popular culinary researcher in Japan, Sonoko Suzuki, passed away in December 2000. She was famous at the time for her super white face and bright red lips.
I'm not saying that she's the source of the image, but I wouldn't be surprised if she had some influence in the way the image was edited. I found a random Japanese reddit comment that stated that they remember seeing a 2ch thread long time ago that apparently was all about editing random images to resemble Sonoko Suzuki.

I saw a video on the origin of that face years ago. Apparently it was some kind of Online Forum in Japan or korea, where someone took a picture of their friend pulling a stupid face, someone else said they looked weird and edited it to make it look more disturbing, it then became a kind of meme here users of the forum would one up eachother to make the face look as terrifying as possible until the final result we have here.

I remember first time seeing this image, I clicked a link in a random twitch chat when i was 11. Up pops a flashing image of Jeff screaming and I'm unable to close it down, so I ran down to my parents heart pumping.
I remember going down the rabbit hole of the original Jeff the killer image I remember hearing that it was for the movie saw then seeing that it was a Japanese mask that has been altered heavily then seeing that it was some lady’s face from a commercial that someone photoshopped and on and on it’s honestly a really good rabbit hole to go down. Also this image and smile.jpeg still scare me to this day I’m a grown ass adult but there’s just something about those two images specifically that still get me I still have to look away sometimes when the images pop up nothing else has really gotten to me more then these images

I always wondered the origins of this photo just like everyone else. I have hope that the original photo will be found, despite many dead ends it has brought. If people were that dedicated to unearthing something like the Game Over screen origins from Hong Kong 97, even after the creator himself said he had no idea where it came from originally and he wanted people to let it go, then I have full confidence something like the Jeff the Killer origin picture can get the same treatment with enough investigation and research from the community.

The original post was by a girl on 4chan, who was asking for tips on her makeup, and said make me pretty or something I can’t remember, as well as telling the thread how she felt like she needed something else to look good, the entire thread clowned on her by editing her pics to these images, such as jeff the killer
this is the story i seemed to have figured out by my research and from the unedited image ive seen personally, although it was years ago and while the details were the same, i couldnt say for sure. she appeared to just be a classic asian woman smiling, and sorry to say but I don’t have the image anymore as I scrolled past it not thinking too much of it

I miss that era of the internet from the mid 2000’s - 2014 when it felt like a ghost would literally come out of the screen. Very 009 dreamscape era youtube. I never read the original creepypasta on its own, I just watched the video internet historian made on it while getting the number 15 guy to voice Jeff.
I still remember me and my friends in elementary school hanging out in the halls during basketball games talking about our favorite creepypastas. Good times. My best friend to this day is a big Jeff the Killer fan. Owns a knife collection and all. He and I used to argue on the playground about whether Jeff or Slenderman was the better character.

Based on the possible origins of the 4chan profile image, why not try to recreate the image of the Japanese woman they refer to and try an image search? The original might have been someone's profile page bio pic, or in their personal gallery. Those were becoming ubiquitous around the 2000s I think.
There aren't and have never been profile pictures or profiles/accounts in general on 4chan if that's what you mean. You can't track people's posts since it's all anonymous.

Galleries of personal photos in personal profile sites like that might be the key, but an as close to unadulterated image similar to the one described as the progenitor image used in a google search might hit something. The problem is recreating a verisimilitude of the woman described and lightening the background to a closer probable representation of the image as taken by that woman.

Jeff the Killer used to keep me up at night when I was a young kid. The story itself was meh but the pictures of him still kind of haunt me to this day. Even though I know it's fake, there's still something eerie about it.
If I remember correctly, it was a girl who was at a party (could be wrong there), and someone was filming. The girl got close and someone took an image of her. I believe they made the image brighter in a photoshop or something, and the saturation was changed a bit, and maybe some other things. It was a video taken in Asia.
