original bubble tea have black tea, but some people don't drink tea. so some shops just add milk, brown sugar and tapioca bubbles. and also in taiwan we say ***tea, it means drinks, for example ~, we say barley tea （麥茶）,only barley and water, not any tea added.

Walter S. I worked at three cafes before in the past, we only used powder and mixed it with milk. There were no teas in it.

it's heavy cream on top. You could also use half and half to substitute the milk and heavy cream if you prefer extra thickness in your drink
