Is this an interview or a monologue? Note to any expert going to an interview: Answer questions simply. And use 2-4 sentences as you wait for follow up questions.

I would be more curious as to who actually wins the "tender" to build these units.

I would wish to know if the bill goes as it is, will the current rates change the plans.

    On the value chains...
The cost of mass production in Kenya is a discouragement to manufacturers. We import because it is cheaper to. Address energy costs first.
PS says every house creates 2-3 jobs on average, their target is 200k houses, that cannot make 1 million jobs.

By 2010 the cost of electricity in Kenya was the 3rd highest in the world. Included in the bill is some ridiculous levy which I've been made to understand is to pay back the bribes paid by investors (to Okemo, Gichuru et al) when Kenya Power was privatised.

200k houses annually? How many people are going to be housed annually?

    The Grey areas so far...
Will the Government lands on which the houses are to be built on going to be free? Because the houses will transfer to the owners. What cost are they attaching to them?
Who funds the 5% mortgages to keep the fund afloat since investors will be paid from the pool?
What is the infrustructure cost to the lands identified? Since this is giving a direct benefit to the home owners, that road for example is not public hence that cost transfers to the house.

S it even possible for the government to be in the building chair without looting whatever there is to loot?
Or is it even the government's job to build houses. Oversight and laws, yes. But aren't the government suppose to lave this to the private sector and instead securing job for people in order to do their own building?

    On the numbers,
Assuming they raise KSh. 9 Billion, Construct a KSh. 3 Million house, thats 36,000 houses annually. The PS is talking bigger numbers.
Can an investor risk more monies than the fund can raise? No
