In regards to the 'Split' Rule. I do believe you got it right.

I also agree, as written it seems you have this rule correct as how the split works. However, I think the final ones are two models per base and two bases per blue horror. (They get 4 attacks but only have 2 units) I am currently basing an entire army based around this rule.
