Dynamo Man is a terrifying fight for Bass he's on par with Burner Man, Magic Man and Astro Man in terms of difficulty (in my opinion). He's much more manageable with Mega Man, but as Bass there's no quarter here, this boss is relentless from start to finish.
The toughest attack to avoid isn't even his Lightning Bolt, it's the Arc Lightning Orbs; Bass cannot dash under them (whereas Mega Man can slide under) to avoid the attack and, trust me, it's much harder than it looks to react to what orb will attack and dodge accordingly. You also have to watch out since Dynamo Man will leap towards you as the last orb attacks.
The Lightning Probes are no issue at all. Stand still for the first, blast the second and double jump over the third, do it twice.
The "Lightnig" Bolt is predictable, but the window to avoid the first wave of lightning bolts is very tight. I usually do a mental count up to three seconds (give or take) and then move forward, you can't move too much or too little or else you'll get zapped. Even with practice I still hold my breath when I'm about to avoid this attack.
And oh, the little jerk also heals up when he gets critically damaged which REALLY doesn't help Bass.

How the hell would Megaman dodge the mini boss's attack?

Just time the jump i guess, if you jump full height when the laser almost goes beyond that platform, there'll be barely enough air time to not get hit (in fact, Minoru have almost too much air time, there're many moments where he might have gotten hit while falling down).
The real kicker is MegaMan will have to do that thrice.
Or, stall for time by keeping one of the "eyes" from ever reaching their attack position.
OR
If you noticed, the laser never goes completely down to the ground below, MegaMan can time a *slide* on the lower ground to dodge them.

Stalling doesn't work most of times, though. Whenever the mini-boss decides it will go for me laser attack both eyes become invincible.
