you only need to collect enough chests for the prompt "meet me in bildgewater where the tide is lowest" for the boss to spawn. for me it was on the 4th chest

i missed the third chest on the island. i thought i already got it but i missed the trigger point to trigger the chest. the trigger point is on the right side if you enter the area (its on the right side when entering the area) - after that i went to the bounty board in bilgewather and checked the bounty (the guy in the portal is a bounty). after that everything worked. good luck

I didn't collect all chests for Midnight Fox token but the bos was still there. You might only need the quest item for that

I think it was a lore entry in the vault of vesani. Not 100% sure if that's where it was. One of the lore things tells you what to do though
