It was Rocco who set up the hit at Michael for Hyman Roth through Johnny Ola. Hence why Michael sent him on a suicide mission to kill Roth. Kill 2 birds with 1 stone. It was in Rocco’s interest to kill Roth to ensure he wasn’t outed as the family traitor. Michael and Tom made sure law enforcement on their payroll were at the airport ready to kill Rocco. Rocco expected to escape airport security but got a last minute surprise!
Is there any proof they were on the pay roll? The reason why he was shot was because he was about to turn around, face the officer with a gun in hand. Any cop's instinct would shoot before he has a chance to fire.
