That is 100% correct and an excellent analyzation. You noticed what I witnessed live! Saw Priest live in 1984, 1986, 1988 and each time they played this song. Rob was a bit better in those years.
That's just how he felt like singing to suit the album mood. His range didn't really change until Painkiller. The tour for that really ripped up his range. He can still get a solid falsetto going in the studio, but he can almost never do it live anymore. In exchange for losing his shriek, his mid-range has become so much more powerful.
I've loved Halford ever since I've heard him for the first time, back in 1977. I still love him now and I'm not even gay. Such a voice. Such a phenomenon.
