There’s no military goal that requires them. Any target can be as easily and accurately be hit by a conventional weapon. The important thing is that Putin has to know the real clear and present danger of a launch would be justification for the strongest possible nonnuclear response and that would unify nato & Europe in a way Putin couldn’t imagine.
