Palpatine He was only menacing due to his abilities and the way he gets into people’s minds. He was all for revenge and Candlemakers looks like he purely wants to get out of Dorothy, to destroy.

Also the coronavirus doesn’t help since they have to bide their time even more to ensure people are safe to watch their content in the theatre’s

Dorothy's mother, Oyewah was a shaman from an ancient tribe due to her ability to summon 'spiritual avatars', known to her tribe as 'gods' and to the modern world as 'imaginations'. When Dorothy was born, her mother must have given her to the elk to take care of before she passed on, which wouldn't have been too long after Miles left. I guess the circus probably found her, due to their travelling up and down and upon discovering her abilities like her mom, began to use her as a money making avenue. But I believe her mother and her tribe knew of Candlemaker and saw him as an evil entity, which was why in the season 2 finale, she convinced Miles to let Dorothy finally be able to grow up and fight him.
In the comics, the Candlemaker is a malevolent egregore creature who uses Dorothy's psychic abilities to escape into our world; while that may not exactly be the case here in the show, the Candlemaker here seems to be the strongest of Dorothy's "imaginary friends".
He's the manifestation of humanity's fear of annihilation who is manipulating Dorothy into enabling him to gain a physical form. He's essentially a sentient, walking nuclear holocaust.
I have to give credit to Niles' actor. I could feel the grief in his voice when he was shouting, "Stop This!" I rewatch that part all the time.
