Alright so the reason all of this feels like such a fever dream is that in order to make sense of it you need to understand like 4 different layers of 90s french pop culture. Here's rough context for people who care:
1. A LOT of these skits are very clearly repackaged humour from french comedy group Les Nuls, which was very popular in the late 80s/early 90s. They were well known for their commercial parodies, TV show parodies, film parodies, etc. basically making fun of TV on TV. 11:34 to 14:00 is the perfect example of that, a skit about Buffy ("Bouffi" means swollen, hence the thighs), two joke commercials, and a parody of The Count of Monte Cristo. These are sprinkled on top of the regular kid's show stuff (songs etc) and make the whole thing a LOT more surreal.
2. Following the last point, you basically need to have the context of whatever commercials were airing in 90s France, otherwise nothing makes sense until maybe you see the logo of whatever it's a spoof of. Same thing with the song parodies.
3. French voice acting culture from the 80s-90s is a whole thing. The best way to explain for international audiences would be, if you think about the infamous english dub of Ghost Stories you'll have a pretty good idea of what the vibe of this show is. e.g. at 18:29 the rough translation of what she says would be "and also, it pisses me off that I look like a fat b*tch"
4. That's the easiest one, most people already know this: for a long time, children's TV was a business focused on making as much money as possible while spending as little as possible. A good example of that would be the old G.I. Joe cartoons, notoriously poorly animated since they were cheaply and quickly produced to sell toys.
Having a pretty good grasp on all of this, I'm willing to bet that this whole thing is the result of France Télévisions realising they could license/buy DK models for cheap, giving them to a small team of 3D animators and VAs and saying "you have these characters and access to two channels' worth of stock footage - do whatever so we can put it between cartoons". And they did whatever.
As for the whole copyright thing I'm pretty confident they had it sorted. This is national TV in a first world country, it's not unusual for them to be able to use the Beatles or Star Wars or whatever else

I once spoke to an american that couldn't believe big american hits were being licensed to small third world country radios. Was that any similar to this?

I want to say that DKTV is more of a show that hosts cartoons and other series mostly geared towards late kids and adolescents and we're seeing a lot of the stuff that's in between shows.
I've actually seen a bit of DKTV back then, unfortunately I don't remember much of it. However the french humor here is very much representative of how it was in the late 90s and early 00s. It was crazy, and a lot of it has aged very badly. A lot of this are parodying commercials and pop culture, especially french culture, and popular series like Buffy the Vampire Slayer, Casper and more. It would be very very hard to explain the humor of everything (especially when I lack some of the context myself for some of these too).
This aired from 1996 to 2001. It would be an understatement to say that it is huge how a video game character such as Donkey Kong would be on public french TV every morning to host popular series and cartoons. Nowadays, I can definitely tell you that would never happen again unless the times change.
I'm surprised none of this stuff has been turned into prime YTP fodder at this point.

The Dada movement of the 1920s which popularized contemporary remix culture predates even the earliest MADs along with the Warner Brothers cartoon "Daffy Duck in Hollywood" made in 1938, where he edits a film reel for gags.
You also have the underground movements of the 60s and 70s in America which did essentially proto-MADs before the practice crossed over the ocean to Japan. The idea of taking someone elses work has been around since we could write or paint so it's probably more accurate to call it a general hunan invention. The 80s & 90s was when the culture of the United States and Japan both brought such ideas into the new digital age along with the internet.

Its amazing that a similar level of full body tracking technology they used to record animation in realtime in professional studios can now be done with relatively inexpensive IMUs. Although finger tracking still has a ways to go ofc. Really cool to see how far we've come!!

I saw a making of of the animations on the show way back when, the faces were animated with hand movements, one finger moved eyebrows, one moved mouth openness, and so on.

I'm not too familiar with French voice actors, but I could swear I recognize some of these voices from Wakfu/Dofus
I tried looking it up and couldn't find any overlap between the 2, still not too unlikely as our voice acting culture circles back to the same few voices lol (for instance I was shocked to see Gérard Sugude, Rubilax's VA, in a kids show from the 70s).
Also, awesome to see someone mention Wakfu here: that's my childhood and it's amazing to know it went beyond our borders!

This was a common format in the second half of 1990 and the early years of 2000. Many channels had this concept, with one or more characters presenting the cartoons, and between each one there were “games”, sketches, sometimes even contests (send in a drawing of such-and-such a show/character/ or related to the time of year). Sometimes, of course, the presenters weren't real (minkeum's / DKTV / Tfou...) and some shows had real presenters, like M6 with M6kid or Club Dorothée, better known because it brought us a lot of anime like Dragonball or Saint Seiya (les chevaliers du zodiacs in French). I admit I wasn't much into TV when I was young, but even so, it still gives me a little something :)

god i remember discovering this late one night with a friend and watching some of it. shits insane
If you think about it, this was just par for the course. Cartoons were spilling out the wazoo in the 90's, and a number of host blocs were created to house the assortment of jumbled animations.
Things like Flea & Moxy... Johnny Bravo hosted a bunch including the infamous one where he put on Dragon Ball Z but had to fast forward through it... I think Space Ghost Coast to Coast did Cartoon Planet.
With better computer graphics and technology cgi animations entered the race; the reality of it being Donkey Kong and cohorts is incredible and not something you'd be able to predict years prior
i'm really nostalgic about "old donkey kong content" sounds weird af but yea the snes games, the bad cgi serie, the bad commercials with mario saying "save yourself first" the meme'd "cool bananas" and the taco bell one and that freaking thing...

I personally never watched DKTV, even back when I was a young kid, I thought it looked super uncanny. But yeah, having cartoon characters interact with human beings was a pretty common thing in the 90s over here. Another popular show at the time was Ça Cartoon (literally It Cartoons) which aired on Canal+, and used the Looney Tunes as comedic foil for the humans.
Somehow, I'm getting _F-Zero GX_ vibes from this.
