Machine shops in my area all say they are "Too Busy" so I'm on my own to Maybe rebuild some 462624 heads from a 1979 corvette/targetmaster engine. They have the same rust as yours do, and on one Intake valve, all behind the valves like yours. What does that mean? How does that even happen? I see no cracks in the combustion area on mine (or yours) .... Are there cracks in that air flow area behind the valves allowing cooling water to seep in?

Usually that means water got in and sat on the valves that were closed and over time they rusted. Those valves will need to be replaced
This engine came out of a boat that was never serviced and was parked for years so water sat in the engine.
Did yours ever get parked outside with no hood on it?

@@StationroadRatrods Ahhhhh. "Parked Outside" you said. Now I get it. The engine was pulled, put on a wooden Pallet, and it sat outside for a little while, without intake and exhaust manifolds, before I bought it. It probably got rained on a few times. It's a relief to think that way. The cylinders on the engine, steel shim head gaskets, and combustion chambers were in perfect condition. Thank You.

You got it man, sounds like it just needs new valves, and check the cylinders for rust

If you’re valves stay open is that bad

That means they’re stuck, you’ll need to carefully remove the valves from the head so you can clean the valve shafts and guides
