if this doesnt work do what the guy in the video does and open diffrent games or/and google with many tabs of youtube this will make the pc slower and allow you to start the mission because the game is old some times it breaks and most of the time its because your pc is too good

This mission is a curse of the game, I have chosen to work for Dmitriy, and in the end I had to get on the helicopter from the boat, the first time the Jackob didn't even take off and I didn't understand what happened, the second time it didn't pick me up on the helicopter and It disappeared into the texture of a building, the third sank into the sea, when I finally managed to grab it I got this bug (the screen resolution solution works, thanks), however later Dmitry's helicopter lands and explodes, Dmitriy is still inside intact in the middle of the street, he cannot be killed in any way, not even with the combat helicopter, this mission is a real spit from the developers towards the fans of their games, this mission would have been programmed while they were drunk or something... a shame and disappointment...

I know that on xbox 360 it helped to press the joystick "up" (as if you were moving forward) and hit "A" repeatedly.
If you play on Series X with backward compatibility, then there seems to be no solution yet. And I doubt that Rockstar will fix it, if it still hasn't been fixed on PC ...
I don't have a new console and I don't know. If its possible, then reduce and limit FPS to 30
