Tommy finally got his " Revenge " against the people who considered him a coward - so those same people assumed Tommy wouldn't fight back and he would just turn the other cheek. When Tommy didn't turn the other cheek - every one saw he wasn't the coward of the county cause he fought for his love after she was being assulted.

Dominika was exactly right, she spotted the way the meaning changed for the first and last line of the song. "Everyone considered him the coward of the county". The first time it was sung, it just let you know that people didn't think he would stand up for himself, and that he wouldn't fight back. The second time it was sung, it let you know that nobody thought that way about Tommy anymore, that they now knew that Tommy could be pushed to the point of violence, but that it took serious provocation. What the Gatlin boys did to Becky, they did in private, where nobody could see, but when Tommy confronted them, he confronted all of them at once in a public place, and at least once, said why he was confronting them. Tommy was ready to have his defeat seen, so long as he was seen getting justice for what had been done to Becky.

The funny thing about country music is that if you give it a chance with an open mind it can get to you, make you feel pretty darn deep. I think it matters a bit how it's delivered and you do have to admit any genre can have really bad deliveries sometimes.
