For people who would otherwise be homeless. Yes, the people of Switzerland have better. Many all white (or very close to all white) countries do. But we are a much larger, much poorer country. People living in mobile homes should receive the first of resources when these storms are predicted. For the elderly, it is difficult to evacuate if you don’t have vehicles or if you have medical conditions.
