I live in Nyarutarama. You can find a place that cheap only in the shack areas here. 1 bedroom apartments tend to start around $500 and go up steeply after that. You can rent rooms without kitchen/living rooms for $300-$400
It is possible, for a long time we were renting rooms at 150$/month and the room has it's own full bathroom. you just share the parking lot, kitchen and living room and that was in Kibagabaga.

The problem with vision city is that it is grossly overpriced even for an ex-pat. For 200k$ ( for the house, I believe the apartments are selling for 60k).I can build the same 2 or 3 houses else where and have wayyyy more space but I will not have the tennis courts, maybe not the nicely paved road with sidewalks and that level of security. They do make a good investment property if you can secure long term rental of over 1500$US/month. I debated for a while about purchasing a property there but I can now say confidently is that as an ex-pat I'd buy it as an investment property and have a second small property build most likely outside of Kigali that will be my vacation spot and it will not be more than 2 bedrooms with self-contained bathrooms. Keeping it as simple as possible and not spending over 30K for the land and the building.
I'm applying to study Law in Rwanda. 2 of my friends are living there and they gave me a positive opinion about Rwanda but I'm googling all the time. I can't wait to get there.

I know that it rains a lot in Rwanda so do you think that you need a 4X4 or would a normal saloon type car be ok ? From what I've seen transport is relatively expensive compared to other normal living costs. And cars and 4 wheel drives seem to be expensive. Can you get away with just a normal car or are you going to have problems during rainy season.

Any car will work over here. Especially if you reside in Kigali mostly. However, high cars like 4x4's are more advisable.
