Such action can be labelled 'dubious' - more dishonest.

Nepotism is not just family but friends and associates, direct and indirect. Since Seymour was Lexon's neighbor there is somewhat of a conflicting interest as well. Are they still neighbours? Did he announce that he was? Neighbours can chat and share information.
