Chile Relleno Casserole with Ground Beef & Cheese

Ingredients
1 lb ground beef
5 poblano peppers (roasted)
1 tomato diced
6 oz queso oaxaca
6 oz queso chihuahua 
2 cup peeled & cubed potatoes about 2-3 whole potatoes
Salt & Pepper to your taste
2 tsp beef bouillon
¾ cup cubed onions
3-4 garlic cloves minced
¼ tsp cumin
1 tsp mexican oregano
½ tsp garlic powder
½ tsp onion powder
1 tsp hot paprika optional
1 tsp regular paprika
2 tbs tomato paste
½ cup cilantro chopped
Water Depending -
5 eggs separated egg whites & yolks
1/2 cup heavy cream or regular milk
2 tsp cream of tartar
½ tsp baking powder
¼ cup all purpose flour
Baking dish 11x7
Smaller baking dish 8x8 bake at 350° for 45 mins
