You can't, the way the scattering works is that the density increases infinitely with distance, but the light only scales to a certain level. HDRIs are at an infinite distance so the density of the scattering will eventually reach 100% and no light can come through. Instead, you would need to instead create a cube mesh, remove the surface shader and replace with the volume scatter node, turn down the density to something like 0.05 and then scale your cube up :)
