Routh-Hurwitz stability criterion says that the first column in matrix should not have any sign change for a system to be stable. We want to know k so that the system is marginal stable. (Intersection with imaginary axis tells you for which value of k (k_max) is your system stable. If you go beyond k_max the system becomes unstable, throwing your poles in RHP). We dont want any sign change so we are choosing 0.
