tried everything you said the pen moves on the screen but doesn't write. and only on GIMP
if it takes a battery, have you changed it lately? Most of the battery ones are capacitive and will be detected with no pressure or left click (need a left click held down to draw) when the battery is dead.
Might be a windows ink conflict as described at answers.microsoft.com/en-us/windows/forum/windows_10-hardware/windows-ink-driver-conflicts-with-drawing-tablet/5b0c3c3e-4e43-4fa8-88e3-20685d8760c6
