After all, the WAU is designed to maintain human life and the black boxes in their head must be altered in a pleasurable sense to the host when structure gel is consumed. Obviously in the end its bad because of mutation... but maybe thats why he keeps drinking it. Have absolutely no fucking clue why he would start in the first place though.
It's obvious. By being exposed to the structure gel, he allowed the WAU to make a link with his mind and show him a glimpse of it's fantasy world. The real world is dead, all families and friends on the surface are dead. WAU offering a dream where they still alive. He got seduced.
I like to think that much like water can be absorbed through the skin, so could structure gel. Therefore, the act of just touhing the stuff and having it on open skin is enough for whatever effect the WAU intends. Its possible that Terry Akers also came into contact with some gel before actually ingesting the stuff straight up as the stuff is leaking all over PATHOS-II. But by looking at Akers, we can see that the WAU has some sort of a way of communicating and influencing (the writing on the walls at DELTA) whoever has come into direct contact with structure gel due to alterations made by the WAU.

Their AI and toolkit have been SPECIFICALLY designed with Structure Gel in mind. Great idea! It's working great! Not sure how he and Imogen Reed ended up at Theta though. Golaski would actually become something of a proxy for the WAU, just not the way we see Akers and the other proxies. The WAU did something different to him then Akers. Doesn’t matter much though. Imogen kills him towards the end here.

The gel adapts to different environments and can apparently transport information. as in that if the gel get's inside a robot, WAU can start controlling it. It's briefly mentioned that several people started getting obsessed with the WAU to the point of worship, and they started drinking the structure gel. The results aren't beautiful, as you'll find out in the game.
