      Curze was MIA.
Magnus was having a DID episode.
Angron was murdering everyone he saw regardless of loyalty.
Fulgrim was only ever accidentally useful.
Horus was preparing for the showdown with the Emperor.
Pert and Morty were the only ones actually doing their job. Pert was in charge of the siege until Horus got Jealous that Pert might not even need him to take the palace so he Kicked Perturabo out and put Mortarion in charge instead.
Then Mortarion had a fight with Jaghatai and finished the Siege, then the vengeful spirit gamble happened.

Robute's biggest power play against the High Lords of Tera was when he wiped the board clean and started from scratch. It was detailed in Watcher's of the Throne: In the Regent's Shadow. It amazes me how horrifying corrupt the High Lords and the bureaucracy of the empire had become considering how brazen they were in defying the orders of a Primarch. He didn't wipe the board clean, but he did replace 5 of the 12 the most powerful members, return previously faded power to some and also replaced a bunch of lower ranking high lords and dignitaries. He managed this not through execution, because it might have caused a civil war, but by forcing those 5 into retirement or reassignment and probably unwanted close surveillance . So he did quite a bit.

The hatred for xenos comes from the aftermath of the cybernetic revolt. The men of iron attacked all sentient life, and many xenos wanted revenge against humanity for creating them, hunting and purging many human colonies while they were still weak. After that humanity had a general disdain for alien species, that coupled with the emperor's "join me or die" policies only further confirmed their hatred.

Fun fact: the Illiyan Nastase who appears in Dawn of Fire and Godblight is a reference to a character of the same name who appeared in a white dwarf supplement detailing various important characters of the Ultramarines all the way back in Rogue Trader. *That* Illiyan was a half-eldar chief librarian and astropath who wasn’t a full space marine but still walked around in power armour and played a frontline role in combat operations (and also all of his fellow Ultramarines were constantly thinking about wanting to murder him). By 2nd and 3rd edition, expansions on the lore made it clear that; eldar and humans couldn’t interbreed (at the very least, it’s not anywhere near as common as Illiyan’s initial backstory would suggest), astropaths had to be trained from childhood, soul-bonded with the Emperor and were far too precious to maintain in combat roles, and space marine librarians were gene-enhanced super soldiers like any other space marine, and not drawn from unaugmented humans. Between that and Tigurius being introduced, Illiyan was about as close to being retconned as it’s possible to be in 40K without being a book written by Ian Watson, but his reintroduction as an Aeldari diplomat assigned to Guilliman is a really fun way to make him ‘fit’ in modern 40K, and it also makes it believable how enough games of Telephone might make it possible for an imperial scribe documenting the ultramarines to grow convinced they have a half-eldar in their command structure (particularly given that 10 years after Dawn of Fire, in Godblight, Guilliman’s staff are much more at ease with Illiyan’s presence, even if they still don’t like him very much!

Sometimes I wonder if/when will the constant forceful compliaces of the laws enacted or just doing what Guilliman wants will bite him in the ass. Then there seems to be also a preference for transhumans to rule over regular humans as seen in the reforging of the 500 worlds of Ultramar.

Imperium, Eldar, and Ork alliance. With Necron meddling. That would end the threat of chaos for sure IMO.
Tyranids though? Ironically, I feel the best weapon against them is one of the ruinous powers that need to be 'defeated'. Nurgle. Nurgle hard counters the hive fleets by feeding them glorious warp conjured poisons and disease that is beyond their 'mundane' biology's ability to adapt themselves to fight against. The shadow of the warp does nothing against conjured plagues after they are no longer immaterial.
Perhaps it would take an understanding with both fathers, golden-glowing and sickly-green, to truly save the fate of the galaxy. How that would happen is beyond me.
