I was traveling in Colorado in July - 800 miles from home - and had this happen (same warning and errors) to my 2021 Bolt. Like you, the battery capacity was dropped down to 30% max which was not enough to get me between charging stations on the way home. The local Chevy dealer diagnosed it within a day as requiring a (free/warranty) battery replacement, which would take a month (!). I rented a car for that time and drove back a month later. I am waiting for my refund for the return trip costs from GM.

I had the 'propulsion ' error on my 2020 Bolt and within 1/2 hour they said they were replacing the battery. Now 9 days later they have installed a new battery & it's ready to be picked up.
Wow. That was a much quicker service. It sounds like that dealer had come across this issue before. Congrats on the new battery.
Did the dealership try to charge you for the software update?
There were no charges at all for any of this, and they never tried to charge anything.
Put the ODB on tbr car and check the battery info it should have changed.
