Although, at the time, the British fleet did exist and had a fearsome reputation, the British coast was largely undefended, the Mediterranean was rather lawless, and slavers and pirates swarmed the British coast. In response to huge numbers of Britons being stolen into slavery in North Africa and the eastern Mediterranean, Britain revitalised it's fleet, established new standards for warships (introducing the "rate" system to describe warship types and their roles), and put forth a patriotic call for the Isles' inhabitants to join this increased force. This song was written as part of that patriotic recruitment campaign. And it succeeded!
