There is a little-known setting tip about the GoPro HERO5, which I used for filming this video.
When shooting in Protune mode, fixing the shutter speed will result in a noticeable drop in image quality (sharpness) and inaccurate white balance even if the value is the lowest possible speed. (I accidentally fixed the shutter speed to 1/60, so the image is blurry.)
Locking not only the shutter speed but also the ISO (e.g. ISO100) makes the image quality even softer that it is clearly visible even in bright sunlight.
The shutter speed should be set to AUTO to record with maximum image quality.
If you want a slower shutter speed to get the motion blur effect, use an ND filter during the daytime or a lower ISO MAX setting at night (e.g. 400 or 800 at 1/60 shutter speed). This will indirectly prevent the GoPro from increasing the shutter speed.
However, in very dark scenes, the outline of objects will only be vaguely captured, and GoPro's internal sharpening process will not work, so it is better to use a somewhat higher ISO.
