    First of all, I feel we require a separate Department of Ship-building under Ministry of Ports, Shipping & Waterways. This Department's sole focus would be on growing India's Shipbuilding sector, making it competitive on a Global standard by reduce Cost differential & helping Shipyards capture newer markets. Possibly the Secretary heading this Department could be someone who has some experience in this sector.
    To beat China in cost advantage, we can do the following-
    1. Power Discom Reforms to reduce Power Costs & provide Regular supply of electricity to shipyards & components manufacturing companies.
    2. Incentivise active use of 3D Printing for Shipbuilding if not already being done. Public & Private Sector Shipyards need to operate autonomously without bureaucratic interference & CEO of each shipyard should be appointed & overseen by a Board of Directors consisting of 3-5 members. For Public Sector Shipyards, government can choose the Members of Board of Directors.
    Department of Shipbuilding role should become limited to bringing out schemes to incentivize shipbuilding, bringing in regulations to allow Indian Shipping Companies to give preference to Made in India ships & finally to make a rule that Shipyards after a certain period of time (till Ship Components Companies don't achieve global competitiveness in pricing), to mandatorily acquire 75% Raw Material from Companies that are manufacturing components within India. It doesn't have to necessarily be an Indian Company, can be a Foreign Company as well but they need to manufacture in India.
    3. Separate Land Banks near Public & Private Shipyards whom you feel do have the scale to grow big. I suggest Pipalav, MDL, CSL, HSL & L&T in the first phase near where the Land Banks can be acquired. So ideally 3 such Land Banks should be acquired since Pipalav & MDL can source from 1, HSL & L&T can source from 1 due to all being in close proximity & CSL to source from 1.
    Bring out a PLI type scheme for Ship Components Manufacturing (maybe Major system like propulsion can be exempted till the time they're not certified for civil use). Increase production of components to meet demand of Domestic Shipyards as well as Foreign Shipyards as exports. Companies selected under PLI scheme would be given land at concessional rates in the Land Bank acquired specially for this purpose near Shipyards so that the transportation cost for Raw Material from Factory to Shipyard is brought down. In a way this can be called Cluster Manufacturing which would help reduce cost per unit of raw material due to economies off scale. Since Power Reforms would be carried out first so these Land Banks would have regular supply & hence cost of production would also be less.
    Note: Till the time we don't come to Global standards in terms of Cost Difference of Shipbuilding, Subsidies should be ensured to offset the cost differential although this can't be a long term measure. Long Term Measure would be taking the above reforms.

      I think Quality advantage will be the key.
      There was a 4 year ship building engineering course in Cochin university of science and technology. I regret after 17 years that i could join there but i joined more convenrional computer science engineering.

    Is their any benchmark of navy strength self design and manufacture and percentage which is sourced should be in public domain so any entrepreneur or scientists or businessman or academy or brokers or foreign country or manufacturer can approach or atleast on individual level or on govt level we could get academically understand domain knowledge get practical experience and start from garage like lot of scientists have achieved. Technology keeps on evolving so need to sit on benches even invite foreign mfg. To set shop and supply us including these countries opening their university in India for attaining specialisation in field to bring indigenous environment but at same time cost aspect should also be highlighted so education funding is provided by private and public banks to create demand for students.     the assessment of Brazil government doesn't take into accounts that smaller AIP submarines are more quite in shallow waters and so while nuclear subs are great in the open blue water ever navy should have a fair number of AIP submarines for coastal and island regions. So while having more submarines means more personal to pay and more repairs for the greater number of subs, it makes for a better navy that can perform all tasks with weapons systems meant for their specific purpose.

    Alcock Ashdown has gone belly up and importantly what about the 5 catamans of Indian Navy being constructed there. Same story is with Pipavav Defence (RNEL)
