I am asking for your opinion on a quality reasonably priced scanner. Brand model and price. Also why you recommend. I am a diy mechanic that would like to diagnose without having to drive to local auto store every check engine light.

I recommend mate a Autel brand if you work a Japanese brand of car 😉
I'm having the same issue with my 150 series Prado. The airbag light is on and the horn don't work. Sometimes the horn will work but very rare
