alejandro s You can definitely do that! I do that as well. Personally, I keep the software on my computer and direct the saves to the external drive and it still works. But I'm still able to run programs from the drive directly if I want to.

you can download windows onto the external drive and whenever you need to put windows onto a new computer you plug in your external drive and set your boot drive to your external drive and windows will download automatically, you still need to activate it though

The external hard drive for this demonstration is up to 2TB, I just purchased a 5TB one on Amazon from another brand, but it's an HDD instead of an SSD. Unfortunately, 2TB isn't enough for my 1TB Windows 10 Home 64-bit Alienware laptop, I couldn't find an SSD 5TB model anywhere, so I hope the HDD one doesn't give me problems or lag when playing games.

You could download the steam client to a thumb drive but you cannot use it / get updates without an internet connection. You could always get a USB wifi adapter if you needed to get wifi on the other system.

In steam tell it to find your game again, or you can right click on the game in steam | properties | Local Files | Verify Integrity of Game Files.

Yes you could. I always keep a copy of games on my drive and use it on multiple systems.

You can install it on the SSD or the internal drive (will ask during installation)
