The Budapest Agreement was signed by the US government to recognize the borders of Ukraine when they gave up their nukes and much of anything they had to defend their country. Now Rubio says Kyiv should give up something after Russia no longer recognized the borders of Ukraine which is against what they signed in Budapest. Not one square inch of Ukraine should be allowed to be taken by Russia. You don't appease dictators.
