As for what the building is my guess is a steam powered pump house. crane is probably to remove the boiler to service it regularly. Mystery bunker nearby was the water tank, the alcoves out back where coal or oil was stored to run the furnace.

If only you could mention a location so like minded folk could search for background information if a building or the reason for it is unknown but maybe you can't reveal the location for legal issues such as this video: "Old, Forgotten Buildings Found in a Bog", However some other locations you have shared becaue public access is okay. Very strange. I posted a comment saying exactly what this building is and who it was built for but when I log out of TH-cam, my comment has vanished. I can't imagine that anything I said violated TH-cam's guidelines.

I don't do that so much as i find it a lot more fun not knowing what it is and let the audience use there imagination
